I have exported (saved as a .csv file) all of my contacts from a web- based email and need to import them into Windows Live mail. I went through the import process, but only the first 78 of the 244 contacts will import into my contact list. When downloading from Microsoft, e.g. a KB update, the file goes through the download process and then says, "This file couldn't be downloaded." Clicking on "Retry" gets the same message again. Chrome is able to download and run any update. I have tried using numerous tools from Microsoft Fix it. Still cannot download files using IE11.
